The registry, the committed snapshot, and the read path — every string a typed key with a fallback in your repo.
The first buildable slice of stet: the content descriptor, the committed
defaults.json snapshot, and the read path. Every string is a typed key;
a missing value resolves from the snapshot, so a read failure is an absence,
never a page failure. The locale chain (locale → default → snapshot) lands
with it.
